Communities First in Merthyr TydfilThe Welsh Index of Multiple Deprivation (2000) Edition identified the 100 most deprived Electoral Divisions in Wales (out of a total of 865). These wards were given Communities First status. This list of 100 areas was later added to by 30 Sub-Ward pockets of deprivation and 10 communities of interest.
Within Merthyr Tydfil, six full Electoral Wards (out of 11) and 3 Sub-Electoral Wards fall within the criteria for inclusion in the Communities First Programme. These are:

Each area has established a Communities First Partnership responsible for delivering the programme at the local level. Their role is to make sure that:
- All those with a stake in improving the lives of people in the area work together.
- There is full understanding of what each partner can offer.
- The programme is well-led.
- The Plans meet the needs identified by the community.
- Opportunities for sharing resources are identified.
- Effective monitoring takes place.
- Information is shared.
