Rights of Way Improvement Plan Merthyr Tydfil County Borough Council's Rights of Way Improvement Plan.
Merthyr Tydfil County Borough Council, as a Highway Authority, is required under section 60 of The Countryside and Rights of Way Act 2000 to develop and publish a Rights of Way Improvement Plan (RoWIP). The RoWIP is to be a 10 year strategic docuument.
The RoWIPs are intended to be the prime means by which local highway authorites will identify the changes that need to be made to meet the Goverment's aim of better provisions for walkers, cyclists, equestrians and people with limited mobilty.
Developing a Rights of Way Improvement Plan for Merthyr Tydfil.
In the developement of the RoWIP many consultations and assessments will have to be undertaken. The RoWIP must make the following assessments:

The extent to which public rights of way meet the present and future likely needs of the public.

The opportunities provided by the rights of way(and in particular by footpaths, cycle tracks, bridleways and restricted byways) for exercise and other forms of open air recreation.

The accessibility of local rights of way to blind, partially sighted persons and others with mobility problems.
The title Rights of Way Improvement Plan can be misleading, as well as Public Rights of Way there are other forms of access within Merthyr Tydfil,such as cycle ways and the new areas of Open Access Land. All such forms of countryside access are to be included into Merthyr Tydfil County Borough Council's Rights of Way Improvement Plan.
The Rights of way Improvement Plan (RoWIP) will also include a 'statement of action' that the Authority will propose to take for the management of local rights of way and for securing an improved network.
The RoWIPs have to be produced by November 2007.

Throughout the development of the Improvement Plan the Council will need to understand your opinions on the local rights of way network.

Using the information gathered from the consultations and assessments we can then go on to identify the types of improvements which we think we need to be made. From there we can then find out what you think of these suggested improvements and put together a 'statement of action'.
