Acqusition and Disposal of Land and Buildings

 

The Local Authority in certain circumstances needs to acquire land or buildings within the Borough for development and improvement.

 

The Council also disposes of land and buildings to property developers and individuals.

Management of Land Terrier

 

The Estates Department keep a record of all Council owned land with the County Borough of Merthyr Tydfil.

 

There is a £10 charge for Land Ownership queries

There are a number of instances where parties are encroaching on Council land without consent.  We would welcome your input if you have any concerns in this respect.  Any observations will be treated in confidence.

Grazing Licences

 

The Council own Grazing land within the Borough, the majority are tendered on a 3 years basis and are advertised in the Merthyr Express, but some occasionally become available and will also be advertised in the Merthyr Express.

Garage and Garden Agreements

 

The Estates Department manage the Council owed garages, which are not on Council residential estates.  We also prepare and manage garden agreements.

Disability Discrimination Act (Physical Accessibility)

 

The Council is working towards compliance with its obligations under the Disability Discrimination Act 1995 in respect of its own portfolio of properties.  This is a long-term project, which due to the potential cost and complexity will need to be phased.  Immediate priorities are to improve the main customer contact points in the Town Centre.

Compensation and Compulsory Purchase

 

Capital projects such as Highway Schemes and Renewal Areas where clearance is involved may require the Council to acquire land and buildings under Compulsory Purchase.  The team can deal with all aspects of CPO's from land referencing, to preparing appropriate documentation and statements of case, through to negotiation of compensation.

Naming and Numbering

 

The naming and numbering of all new developments, individual properties, industrial units and streets are dealt with within the department.  There is a charge for this service and all the relevant outside bodies are informed and certificates are issued.

Land Charges / Commons Registration

 

This department covers the Local Land Charges for the County Borough of Merthyr Tydfil only and the Common Registration, which also includes part of Caerphilly County Borough Council.  We are also linked up to the National Land Information Services (NLIS) which allows solicitors to submit searches electronically.

Local Land & Property Gazetteer


The Council is working towards unified address data for all its business operations.  The section will be responsible for maintaining this gazetteer in conjunction with the Highways Department which is responsible for input into the National Street Gazetteer.  All data will be compliant with BS7666.

Land Reviews

As we move forward with the development and implementation of our Asset Management Strategy, then reviews of land and assets will be undertaken wither across geographical areas or types of property.  The purpose of these reviews will be to assist in determining whether we are making best use of our resources and whether the property portfolio matches future service delivery requirements.
