Finance, Audit and Risk Management

The Vision

The Finance, Audit and Risk Management is a central support service department and, as such, provides support and assistance to all departments of the Authority in order that they are able to work towards the key themes identified in the Council's Vision Statement and will impact on all areas of activity.

Mission Statements

The mission statements for the sections in this department are as follows:

Accountancy

To provide all services and stakeholders of the Authority with reliable, timely and meaningful financial information and advice to assist them in achieving both their individual and corporate objectives, whilst complying with Government legislation in ensuring that financial statutory requirements are fulfilled.

Audit

To provide a cost effective and independent internal audit of the Authority’s systems of internal control, in accordance with best professional practice and statutory requirements in order to promote the upholding of standards of probity and the economic, efficient and effective use of resources.

Internal Audit - Counter Fraud

To provide a cost effective, professional, thorough and impartial investigation of fraud committed against the Authority, to promote fraud awareness and to foster an anti-fraud culture within the Authority and amongst the public.

Risk Management

To develop, promote and integrate risk management throughout the Authority to ensure that risks and opportunities are identified, evaluated, monitored and managed to enable the Council to best achieve its objectives.

Payments

The Payments Section is aware of the impact that it makes throughout the Authority.   It will at all times therefore seek to act in a responsible and responsive manner to the wishes, needs and aspirations of all its users (internal and external), in providing the 3 distinct services of Payroll and Pensions, Creditor Payments and Insurance Services.

Procurement

To develop procurement competence, improve procurement processes & procedures & maximise efficiency gains in order to deliver value for money and organisational improvements that directly support the overall aims & objectives of Merthyr Tydfil County Borough Council / its competitive advantage, through making the most of the unique culture offered within the South Wales Valleys.

Purchasing and Fleet Management

To provide a fast, effective and efficient service to all departments, support front line clients to deliver quality and value added services to our customers and be committed to Continuous Improvement processes.
