Merthyr Valley Homes

MVH is a new not-for-profit registered social landlord, which the Council has helped to establish.

MVH could implement a massive programme of improvements, which the Council simply couldn’t afford. Around £69 million would be spent in the next 4-years to make improvements to tenants’ homes – this is around £29 million more than the Council could afford over the same period.

MVH would be registered and regulated by the Welsh Assembly Government, who can take action if guarantees specified in the Offer Document and standards are not being met. It would also enter into a legally binding contract with the Council.

Importantly, tenants would have a real say in how MVH is run. It would be managed by a board of 12 people, 4 of who would be tenants, working alongside 4 Council nominees and 4 independent people.

All tenants could apply to become members of MVH, with voting at annual and general meetings.

If the Council’s homes transfer to MVH, tenants’ rights and entitlements would be protected and rent guarantees have been provided to ensure that rents remain exactly the same as they are with the Council.
