Penalty Notices

In order to ensure that all users of the car park are able to avoid obstruction and for the free passage of vehicles and pedestrians, access, safety and manuverability the Council patrol the car parks on a regular basis.

Any vehicle parked in breach of the Off Street Parking Places Order 1999 will be issued with a penalty notice.

These penalties include:

  • Failure to pay and display – no pay and display ticket visible in vehicle
  • Unqualified vehicle parked in a reserved area – unauthorised vehicle parked in disabled/reserved/private/coach/lorry/traders bays.
  • Vehicle parked not wholly within a marked bay – vehicle not parked in bay at all or encroaching into another bay, or parked over lines of the bay.
  • Vehicle exceeding 2.5 tonnes – vehicle overweight in an unauthorised area.
  • Vehicle not displaying a valid ticket – ticket expired (overstayed).
  • Vehicle parked longer than the permitted period – restricted parking limit has been exceeded (Gilar St and High St Car Parks only)

Penalty Fines are £60 reduced to £30 if payment is RECEIVED within 14 days from the date that penalty notice was issued.

For those vehicles that have been issued a penalty notice for ‘vehicle not displaying a valid ticket’ only, these driver are eligible to pay an overstay payment of £5 at the machine on the day that the penalty notice was received. NB the overstay ticket along-with the original parking ticket must be returned to the Parking Section.

A cheque or postal order (payable to Merthyr Tydfil County Borough Council) and addressed to the Parking Section, Civic Centre, Castle Street, Merthyr Tydfil, CF47 8AN

A debit card transaction by telephoning 01685 726285/725285.

Please quote the PCN No. which can be found at the top of the penalty notice with any transaction. A tear-off payment slip is provided at the bottom of the penalty notice, which can be included with any payment, made.

Appeals

All appeals must be sent in writing within 7 days from the date that the penalty notice is issued. All appeal received within the specified period will be immediately placed on hold until a decision has been made, this will ensure that the outstanding fee does not increase from £30 to £60 until the decision to the appeal has been made and a letter has been sent confirming the decision. For those cases, which have been rejected but had appealed within a 7 day period from the issue of the notice, the option of paying the reduced fee of £30 will be accepted and a further 7 days allowed.

Please ensure that the PCN No. is included with any appeals made, as an appeal cannot be assessed without these details.
