What is the LBAP? Every Local Authority in the UK has produced an LBAP – Local Biodiversity Action Plan. The LBAP has been produced in response to the international commitment to take action for biodiversity at a local level. The LBAP for Merthyr Tydfil County Borough was published in 2002, it was hoped that it could be used as leverage to encourage action to protect and manage important habitats and species, and also to help raise awareness of biodiversity at a local level. The Merthyr Tydfil Biodiversity Partnership was formed in concurrence with the LBAP in 2000.
