Housing Renewal The approach needs to be area based and focused on specific property types so as to get benefit from the improvement to the community as a whole. The needs of individual occupiers are as fundamental as the needs of the area, there must be encouragement towards maintaining homes in good repair in order to stabilise communities. The Council is committed towards a strategy of area renewal and has policies for empty homes. There is an urgent need to maximise resources and efforts towards sustaining the fabric of the domestic environment which will involve a partnership between the Local Authority, social landlords, private sector landlords and the home owners of the Borough to deliver substantive improvements. Our 1998 private sector survey confirmed that 41% homes were built before 1900. Almost 9% of the private sector stock is unfit with an average cost just to make fit of £17,000. The worst affected homes are those of the elderly and the lowest income groups. The worst housing is predominantly found in the private rented sector.
