Publication of the 2014-15 Merthyr Tydfil LDP Monitoring Report

Under the provisions of the Planning and Compulsory Purchase Act 2004, all Councils have a duty to produce an LDP Annual Monitoring Report (AMR) which must be submitted to the Welsh Government at the end of October each year.

The document represents the third AMR of the Merthyr Tydfil LDP and is based on the period 1st April 2014 to 31st March 2015. The Report has two primary roles - the first is to consider whether the policies identified in the monitoring framework are being implemented, and secondly, to consider whether the plan as a whole is working successfully.

Submission of the document to the Welsh Government occurred on 27th October 2015.

Adoption of the LDP

On 25th May 2011 the Council adopted the Local Development Plan (LDP) for the County Borough of Merthyr Tydfil excluding the area contained within the Brecon Beacons National Park. The adopted LDP will form the development plan for Merthyr Tydfil County Borough (excluding the area contained within the National Park) and will be the basis for decisions on land use planning in this area.

Copies of the adopted LDP, the recommendations of the person appointed to hold the independent examination, the sustainability appraisal report (incorporating the environmental report), the consultation report and a statement indicating how the environmental report etc. has been taken into account are available for inspection free of charge at the Town Planning Division during normal office hours, and at the following public libraries during opening hours:- 

  • Central Library, High Street, Merthyr Tydfil
  • Dowlais Library, Church Street, Dowlais
  • Treharris Library, Perrott Street, Treharris

 

Examination

The Examination in respect of the Merthyr Tydfil Local Development Plan (LDP) has now formally closed. The Inspector's Report on the Examination into the Merthyr Tydfil Local Development Plan 2006-2021 was submitted to the Council in April 2011 and is available for public inspection.

A hard copy of the Inspector's Report is available for viewing free of charge at MTCBC Town Planning Division during normal office hours, and at the following public libraries during opening hours:

  • Central Library, High Street, Merthyr Tydfil
  • Dowlais Library, Church Street, Dowlais
  • Treharris Library, Perrott Street, Treharris

The Inspector has concluded that the LDP is sound, provided it is changed in accordance with his report. With these recommended changes, the LDP satisfies the requirements of section 64(5) of the 2004 Act and meets the tests of soundness in LDP Wales.

Final LDP incl. Proposals Map

The final version of the LDP will be available to purchase after 15 August 2011, following the close of the 6-week period (9 June to 21 July 2011) during which parties may challenge the legal validity of the LDP, provided no such challenge is made.

Merthyr Tydfil Local Development Plan 2006-2021 (LDP Notice of Adoption)

Appendices 2 - 8 of the Sustainability Appraisal Report were issued alongside the Deposit Plan in 2008, and since no changes were made to these appendices as part of the subsequent LDP process, the Council has not re-issued them to coincide with the publication of the adopted LDP.

Anyone wishing to inspect Appendices 2 - 8 of the Sustainability Appraisal Report may do so by visiting the Town Planning Office or via the Council’s website where the LDP documents remain available to view.

The LDP became operative upon its adoption on 25th May 2011.
