Cost of Living Support Payment

The Welsh Government Cost of Living Scheme will be made up of 2 elements; a main scheme and a discretionary scheme. The main scheme in Wales will be open for applications to the 30th September 2022

The main scheme will include a £150 ‘Cost of Living’ payment for council tax payers living in properties bands A to D, and all council tax payers who are in receipt of Council Tax Reduction (formerly known as council tax benefit), regardless of what band their property is in (A to I). In addition living in a property in band E with a disability adaptation band reduction.

The £150 is not a rebate on the council tax bill, it is a payment to help with the rising cost of all utility bills.

Every household that qualifies will receive a payment, even if you don’t pay council tax because you receive council tax reduction.

There will be ONE payment per eligible household and you will receive the payment into your bank account, it cannot be deducted from your council tax bill.

Empty properties and second homes are NOT eligible for a payment, only properties that were occupied on the 15th February 2022.

How will I get my payment?

If you pay your Council Tax by Direct Debit and made a payment this way during the period that we processed the automatic payments, then you will have received your payment into your bank account.

We have paid over 13,500 households this way so far.

If you have not received your payment into your account, then you will be issued with an invitation letter to apply for your payment and information on how to apply is below.

How to apply?

Before applying you will need:

  • Your invitation letter from us as this contains your unique code
  • Your Council Tax reference number (this can be found on your Council Tax bill or any correspondence that we have sent you)
  • Your bank details (your name as it appears on your bank card, your sort code and your account number)
  • Your email address (this will be used to send you confirmation of payment-if you do not have an email address you can still apply but will not receive confirmation of your payment, it will just be paid into the bank account that you provide)

Please make sure that you complete all parts of the application form and check the details that you enter.

Once you have applied, please allow 30 days for the payment to be processed.

If you provide an email address, you will receive an email to confirm that your payment is going to be made. If you do not provide an email address the payment will just be made into the bank account that you provide to us.

Please do not contact us to find out the progress of your application as this will delay us being able to make payment.

Discretionary Scheme

In addition to supporting the eligible categories outlined above through the main scheme, a limited Discretionary Scheme will also be developed in the coming weeks to provide support to other households not eligible under the main scheme who may be in need of assistance with their living costs.
