Merthyr Tydfil County Borough Council Various Roads, Merthyr Tydfil (Prohibition of Waiting At Any Time) (Bus Lane) (20 Mph Speed Limit) (Variation) Order 2022

NOTICE is hereby given that Merthyr Tydfil County Borough Council in exercise of its powers under Sections 1(1) and 2(1) to (3) and 84 of the Road Traffic Regulation Act 1984 (“the Act”)(as amended), and all other enabling powers and after consultation with the Chief of Police in accordance with Part III of Schedule 9 of the Act proposes to make the following Order, the general effect of which is described below. The effect of the Order is as follows:-

  1. No person shall cause any vehicle to wait at any time on the lengths and sides of lengths of road specified in Schedule 1.
  1. No person shall except under the direction or with the permission of a Police Constable in uniform or of a Civil Enforcement Officer, cause or permit any vehicle other than a Bus, Pedal Cycle or Hackney Carriage to use or proceed along the Bus, Pedal Cycle and Hackney Carriage lane specified in Schedule 2.
  1. No person shall cause any motor vehicle to be driven at a speed in excess of 20 miles per hour along the lengths of road specified in the Schedule 3.
  1. Vary the Orders specified in Schedule 4.
  1. Nothing in Articles 1 and 2 shall render it unlawful for emergency service vehicles to wait on the length of roads and sides of lengths of roads specified ‘therein’. Vehicles are allowed to wait for the purposes of boarding, alighting, loading and unloading, building and road works, for maintenance, improvement, reconstruction, inspection or survey of the lengths of roads and sides of lengths of roads and the maintenance of essential services. Vehicles are allowed to wait for the purposes of weddings, funerals and the delivery of postal packets by vehicles of the service of the Post Office.
  1. Nothing in Article 1 shall render it unlawful for Medical Practitioners and Veterinary Surgeons to visit while “on call” and for disabled persons’ vehicles displaying the relevant disabled persons badge to wait for up to three hours (with a return prohibited within one hour) on the length of roads and sides of lengths of roads specified ‘therein’.

  1. Objections to the Order together with the grounds on which they are made must be made in writing to the undersigned by 22nd July 2022.

  1. Haven Close, Troedyrhiw
    Both sides of Haven Close, Troedyrhiw from its junction with Carlton Terrace for a distance of 10 metres in an easterly direction.
  1. Carlton Terrace, Troedyrhiw
  • The eastern side of Carlton Terrace, Troedyrhiw from its junction with the northern side of Haven Close for a distance of 10 metres in a northerly direction
  • The eastern side of Carlton Terrace, Troedyrhiw from its junction with the southern side of Haven Close for a distance of 10 metres in a southerly direction
  1. Diana Street, Troedyrhiw

Both sides of Diana Street, Troedyrhiw from its junction with Cwmdu Road for a distance of 10 metres in a southerly direction.

  1. Cwmdu Road, Troedyrhiw
  • The southern side of Cwmdu Road, Troedyrhiw from its junction with the eastern side of Diana Street for a distance of 10 metres in an easterly direction
  • The southern side of Cwmdu Road, Troedyrhiw from its junction with the western side of Diana Street for a distance of 10 metres in a westerly direction
  1. Pritchard Street Treharris

Both sides of Pritchard Street, Treharris from its junction with the western side of Forest Road for a distance of 10 metres in a westerly direction.

  1. Forest Road, Treharris
  • The western side of Forest Road, Treharris from its junction with the northern side of Pritchard Street for a distance of 10 metres in a northerly direction.
  • The western side of Forest Road, Treharris from its junction with the southern side of Pritchard Street for a distance of 10 metres in a southerly direction.
  • The eastern side of Forest Road, Treharris from a point 10 metres north of the northern side opposite to the junction with Pritchard Street to a point 10 metres south of the southern side opposite to the junction with Pritchard Street.
  • The western side of Forest Road, Treharris from its junction with the northern side of Evan Street for a distance of 10 metres in a northerly direction.
  • The western side of Forest Road, Treharris from its junction with the southern side of Evan Street for a distance of 10 metres in a southerly direction.
  • The eastern side of Forest Road, Treharris from a point 10 metres north of the northern side opposite to the junction with Evan Street to a point 10 metres south of the southern side opposite to the junction with Evan Street.
  1. Evan Street Treharris

Both sides of Evan Street Treharris from its junction with the western side of Forest Road for a distance of 10 metres in a westerly direction.

SCHEDULE 2

BUS LANE (FOR USE BY BUSES, PEDAL CYCLES AND HACKNEY CARRIAGES) A4054 Avenue De Clichy.
The east side, nearside lane, from its junction with Castle Street to a point 26 metres north of its junction with Swan Street.

SCHEDULE 3

20 MILES PER HOUR SPEED LIMIT
Swan Street, Masonic Street and the road leading to High Street Church.
The entire lengths of Swan Street, Masonic Street and the road leading to High Street Church.

VARIATION OF EXISTING ORDERS

Vary the provisions of the “Merthyr Tydfil County Borough Council Various Roads within the County Borough of Merthyr Tydfil (Prohibition and Restriction of Waiting) (Prohibition and Restriction of Loading/Unloading) (Limited Waiting) (Disabled Parking) (Goods Vehicles Loading and Unloading) (One-Way Traffic) (Clearway) (Bus Lane) (20 Mph Speed Limit) (Variation) (Revocation) Order 2014” by the deletion of Schedule 10 and Schedule 11 item 16.
