1. What procedures are in place for opposition groups to formulate an alternative budget. Please include what resources you provide to opposition groups including time, staff, budgets and anything else pertinent.

The following process was in place throughout the budget setting process last year: • Officers met regularly with the Shadow Cabinet and wider Labour Group as savings proposals are being considered. • An initial workshop for all Councillors was conducted to talk through initial officer savings proposals – this included all savings proposals from officers • Full Council were kept updated on progress • All officer savings proposals (including detailed business cases) were shared with all members and lay members and several workshops undertaken to take views • Following this, further meetings were held with the Shadow Cabinet and wider Labour Group to discuss council tax setting and the use of earmarked reserves. • Throughout this process, any information required to develop alternative budget proposals would have been made available if requested. The amount of staff time provided to engage with the Shadow Cabinet and wider Labour Group was not recorded through this process.
