Local Implementation and Verification a) Records showing how the 2019 declaration has been applied by local authorities (e.g., through Carbon Management Plans or planning guidance). b) Evidence of outcomes or reviews showing actual CO2 reductions (2010–2025) compared with natural declines reported under the Carbon Reduction Commitment scheme.
