Please provide information held by Welsh Government as of 7 October 2025 relating to the 29 April 2019 climate emergency declaration (announced by Minister Lesley Griffiths) and subsequent Net Zero initiatives. The request seeks the empirical basis for the “emergency” designation and its continuing application in planning and housing policy. 1. Programme Implementation and Verification a) Audit or evaluation reports (2019–2025) of climate programmes (e.g., Low Carbon Wales, Health & Social Care Climate Emergency Programme), showing measured outcomes vs. original evidence used. b) Any cost-benefit analyses or risk reviews linking the 2019 declaration to Net Zero 2040 commitments and planning impacts (e.g., housing restrictions, transport projects). c) Correspondence (2019–2025) with UKCCC or Defra about Welsh data quality and use of generic UK or global models. 3. Local Implementation and Verification a) Records showing how the 2019 declaration has been applied by local authorities (e.g., through Carbon Management Plans or planning guidance). b) Evidence of outcomes or reviews showing actual CO2 reductions (2010–2025) compared with natural declines reported under the Carbon Reduction Commitment scheme.
