Question

Please supply the following information held by [Welsh Government / Merthyr Tydfil County Borough Council] as of 7 October 2025. This follows ATISN 25118 (housing needs / resettlement data) and ministerial admissions that no 5-year residency/employment tracking exists for housing registers. The request tests whether “local need” has been inflated through external programmes and partnerships. 1. Evidence Base for Housing Need a) Copies of housing needs assessments (2019–2025) for Wales / Merthyr Tydfil County Borough Council showing how need is disaggregated between: i. Households with 5+ years residence or employment in the area; ii. Households placed under resettlement or migration schemes (e.g., Afghan Citizens Resettlement Scheme, Homes for Ukraine); iii. Any other non-local allocation programmes affecting local targets. b) Internal emails or briefing notes (2020–2025) showing how resettlement allocations influence Local Development Plans or housing-supply figures, including any ministerial direction or override of Planning Policy Wales, Chapter 9 (sustainable housing for locals). 2. Resettlement Schemes and Local Supply a) Annual records (2020–2025) of households accommodated under resettlement schemes, broken down by scheme and local authority, showing whether these households are counted within local need assessments or separately classified. b) Minutes or emails discussing use of temporary or modular housing (e.g., Rhoose Holiday Inn) for resettled groups and any legal or risk assessments regarding planning consent or building-standards exemptions. 3. Policy Alignment and Oversight a) Equality Impact Assessments or Human Rights Impact Assessments (2019–2025) evaluating how resettlement-driven allocations affect lawful local priority needs under the Housing (Wales) Act 2014 s.6 and Local Well-being Plans. b) Correspondence (2020–2025) between Welsh Government and DLUHC/MHCLG on data gaps in residency/employment tracking and their implications for Welsh housing allocations.
