Please provide the following information held by Merthyr Tydfil County Borough Council concerning the “Cynnal Tirwedd Comin – Gelligaer a Merthyr Comin” project, funded from the Council’s UK Shared Prosperity Fund allocation. 1. The signed grant-offer letter or agreement between MTCBC and Gelligaer & Merthyr Commoners Ltd (or Gelligaer & Merthyr Commoners Association). 2. The total value of the grant, the schedule of payments made (dates and amounts), and whether any unspent or carried-forward funds have been approved or reallocated. Please also confirm whether any continuation award or Phase 2 funding has been approved or is under consideration beyond March 2025. 3. The detailed project budget and any monitoring reports or claims showing expenditure categories (staff costs, vehicle lease, capital, partner/contractor payments etc.). 4. Details of any payments to partner organisations or charities (e.g. RSPCA, Redwings, World Horse Welfare, Natural Resources Wales, Cadw, or others) and the purpose and date of each payment. 5. Confirmation of whether a carry-forward of unspent funds was approved, whether delivery is continuing past March 2025, or whether further UKSPF or other funding has been awarded for the project or a follow-on phase. Please provide documentation underpinning any such decision. 6. The officer or department responsible for administering this cooperation grant and the reference of any cabinet, portfolio-holder or delegated decision approving it. 7. Please also provide any documentation held by the Council showing the composition of the Gelligaer & Merthyr Commoners Association committee or governance structure as supplied for the Cynnal Tirwedd Comin grant, including the names of committee or steering-group members if held, and any associated terms of reference.

1. The signed grant-offer letter or agreement between MTCBC and Gelligaer & Merthyr Commoners Ltd (or Gelligaer & Merthyr Commoners Association). There is no signed letter between the Commoners and MTCBC. The project was a jointly funded by the MTCBC and CCBC with CCBC acting as lead and contracting with the commoners. 2. The total value of the grant, the schedule of payments made (dates and amounts), and whether any unspent or carried-forward funds have been approved or reallocated. Please also confirm whether any continuation award or Phase 2 funding has been approved or is under consideration beyond March 2025. The amounts were not paid direct to the commoners but were paid to CCBC. CCBC would pay the commoners following the submission of claims. MTCBC would then reimburse CCBC 3. The detailed project budget and any monitoring reports or claims showing expenditure categories (staff costs, vehicle lease, capital, partner/contractor payments etc.). All monitoring reports and claims were submitted to CCBC 4. Details of any payments to partner organisations or charities (e.g. RSPCA, Redwings, World Horse Welfare, Natural Resources Wales, Cadw, or others) and the purpose and date of each payment. Again, these payments would be processed by CCBC. 5. Confirmation of whether a carry-forward of unspent funds was approved, whether delivery is continuing past March 2025, or whether further UKSPF or other funding has been awarded for the project or a follow-on phase. Please provide documentation underpinning any such decision. There is no continuation of SPF funding from MTCBC beyond March 2025. Please confirm what period you are relating to in respect of carried forward funds. 6. The officer or department responsible for administering this cooperation grant and the reference of any cabinet, portfolio-holder or delegated decision approving it. The administration of the payment to CCBC was undertaken by MTCBC Regeneration and Finance Departments. The decision to support was confirmed by two senior MTCBC managers with delegated authority. 7. Please also provide any documentation held by the Council showing the composition of the Gelligaer & Merthyr Commoners Association committee or governance structure as supplied for the Cynnal Tirwedd Comin grant, including the names of committee or steering-group members if held, and any associated terms of reference. As CCBC were the lead on the project on behalf of both Local Authorities this information would be held by them
