Question

I am conducting historical research into Welsh post-war science and technical education, with a particular focus on Cyfarthfa Castle Grammar School and its role in producing engineers and scientists during the mid-20th century. As part of this work, I am researching Paul Conway, a former NASA engineer from Merthyr Tydfil, who is now deceased. I fully understand the restrictions surrounding personal records within the 100-year closure period and am not requesting unrestricted access. However, I wish to ask whether his deceased status alters the access position in any way, or whether the Council holds any related contextual or aggregate material — such as education reports, school histories, curriculum documentation, or commemorative publications — that you would recommend consulting.

Answer

The the Council’s Education Department, which also oversees libraries and museums within the borough (including Cyfarthfa Castle Museum & Art Gallery), does not hold any information relating to your request. For the type of material you are seeking, such as school histories, curriculum documentation, commemorative publications, or contextual reports, you may wish to consult external sources, including: • Glamorgan Archives Email: glamro@cardiff.gov.uk They may hold education records, school logbooks, and historical reports. • National Library of Wales Email (FOI): foi@llgc.org.uk They may hold government reports and historical studies on Welsh education. • Merthyr Tydfil Historical Society, please note this is not a public authority and as such the rules under the FOIA do not apply. You can contact them using their online contact form: https://mtdhs.org.uk/contact.html They will be able to help you gather information relating to local history and resources. Please note that the deceased status of an individual does not generally alter the statutory restrictions on access to personal records within the 100-year closure period.
