Question
Council’s budgeted expenditure for Additional Learning Needs (ALN) for the financial year 2025-2026.
Recent Welsh Government statistical (2025-2026) released indicate that Merthyr Tydfil County Borough Council delegates approximately 49% of its ALN budget to schools, leaving approximately 51% as non-delegated expenditure held with the Welsh Government's target being set at 85%.
I would request the following information:
• Itemised Expenditure: A full breakdown of the 51% (non-delegated) ALN budget for 2025-26. Please categorize this spend (e.g., Central ALN Advisory staff, Educational Psychology services, Out-of-County placements, Specialist Equipment, and Administration).
• Staffing Costs: The total amount of the central ALN budget allocated specifically to Council-employed staff salaries.
• Out-of-County Placements: The total projected spend on independent or out-of-county specialist placements for the 2025-26 financial year.
