Question
This request relates to information held at the date of receipt and covering the period from 1 January 2020 onwards.
Please provide information held and reasonably retrievable relating to your authority’s planning, commissioning, procurement, implementation, and contract management of social work and social care information management / case management systems, including the decisions that have led to your current system position.
Specifically, please provide:
1. Planning, evaluation and decision making
- Final or approved business cases, options appraisals, or evaluation papers
- Recorded decisions to procure, replace, extend, or materially modify such systems
- Programme, digital, or transformation plans where the system formed a material component
2. Procurement, purchasing and contract management
- Core procurement specifications and tender documentation
- Contract award documentation
- High level contract management or governance arrangements
- Details of any soft market testing or pre procurement engagement undertaken
3. System ownership and accountability
- The name of your local authority
- The name or role title of the Senior Information Risk Owner (SIRO) responsible for the system and associated data
- The lead organisation responsible for implementing the main system rollout (for example, the authority itself, a supplier, or a lead partner authority)
4. System usage, integrations and interfaces
- Confirmation of whether the authority uses the full application or specific modules only
- Summary details of any APIs, interfaces, or integrations connected to the system
- A list of any contracted or sub contracted systems or applications operating within, alongside, or connected to the main case management system
This request relates to evaluated and deployed systems and does not seek source code, live system extracts, detailed logs, or information requiring system interrogation beyond normal retrieval methods.

You will need to contact Bridgend County Borough Council for the information relating to WCCIS as they were the lead procuring authority.
In relation to the new system, Connected Care, which is yet to be implemented, you will need to contact Rhondda Cynon Taf County Borough Council as they were the lead procuring authority.

The Councils SIRO is not responsible for this system, responsibility lies with Lisa Curtis Jones, Director of Social Services.
- The lead organisation responsible for implementing the main system rollout (for example, the authority itself, a supplier, or a lead partner authority).
WCCIS – Supplier = Careworks, lead procuring authority = Bridgend County Borough CBC
Connected Care – Supplier = Access UK Limited, lead procuring authority = Rhondda Cynon Taf CBC
4. System usage, integrations and interfaces
- Confirmation of whether the authority uses the full application or specific modules only
WCCIS – we use the majority of modules available in the system
Connected Care – N/A
- Summary details of any APIs, interfaces, or integrations connected to the system
WCCIS - We have accounts payable and accounts receivable interfaces to our finance system, these are developed and maintained in house.
Connected Care – NA
- A list of any contracted or sub contracted systems or applications operating within, alongside, or connected to the main case management system
