Procurement decisions relating to utilities are overseen by the organisation’s internal Procurement Department, working in conjunction with Welsh Government Commercial Procurement as appropriate. DfE and ESFA requirements do not apply, as the organisation is a Welsh public authority. Compliance with public procurement rules is achieved through internal controls and by using Crown Commercial Service (CCS) energy frameworks, which meet public procurement requirements.
