We refer to the Council's compliance notice and the Welsh Language Standards (No.1) Regulations 2015. Related to those, here is a Freedom of Information request regarding the consideration of the Welsh language in the Council's budget process for 26-27.

1. If you held a consultation/engagement or similar to seek their views during the process of drawing up the final proposals for the Council's budget 26-27, please provide a copy of the consultation document or the text of the consultation in another form if there was no consultation document. This should include a copy of all questions asked.

2. If you undertook a consultation/engagement or similar to solicit their views during the process of drawing up the final proposals for the Council's 26-27 budget, please provide a copy of any document or documents summarising the feedback received.

3. Please provide a copy of any document or documents showing how the Council applied and complied with the requirements of standards 88, 89 and 90 (and 150) set out in the Council's Compliance Notice when producing, finalising and determining its final budget. Please note that the requirements of those standards are as follows:

Standard 88: A body must consider what effects, if any, a policy decision would have on the opportunities for persons to use the Welsh language and on not treating the Welsh language less favourably than English, whether these are positive or adverse effects.

Standards 89: After considering all impacts collected in accordance with standard 88, a body must conscientiously consider the consequences of such impact. Standard 89 requires a body to consider how a policy can be formulated (or an existing policy change) so that the policy decision would have positive effects, or more positive effects on the opportunities for persons to use the Welsh language and on not treating the Welsh language less favourably than English.

Standard 90: Standard 90 requires a body to consider how a policy (or an existing policy change) can be formulated so that the policy decision would not have adverse effects, or so that it would have less adverse effects on the opportunities for persons to use the Welsh language and on not treating the Welsh language less favourably than English.

Standard 150: A body must keep a record of the steps it has taken to ensure that it complies with the policy-making standards with which it is obligated to comply.
