Re: Relating to children looked after by the authority. Where a question asks for figures at 31 March, please provide them for 31 March 2024, 31 March 2025 and 31 March 2026. In accordance with section 11 of the Act,.
1. The number of children looked after in foster placements at 31 March whose placement postcode was located: (a) less than 5 miles; (b) 5 to under 20 miles; (c) 20 to under 50 miles; (d) 50 miles or more from the child's home postcode. For this purpose, "home postcode" means the home postcode recorded in your Children Looked After Census return, i.e. the postcode of the address at which the child was ordinarily resident at the start of their current period of being looked after. Straight-line distance between postcode centroids is acceptable. Please report separately, rather than within the distance bands, the number of children for whom no home postcode is recorded (including unaccompanied asylum-seeking children). Please exclude children looked after solely under a series of short breaks, e.g. in respite care.
2. Of the children in foster placements outside the authority's boundary at 31 March: (a) the number placed with a relative or friend (kinship/connected persons placements); (b) the number placed outside the authority because no suitable placement was available within the authority; (c) the number placed outside the authority for reasons relating to the child's welfare or specific needs. If the reason for an out-of-area placement is not recorded in retrievable form, please state this.
3. For each year ending 31 March 2024, 2025 and 2026: the number of placement referrals to your fostering service for which no in-house foster placement could be identified, and of these, the number resolved through (a) an independent fostering agency placement; (b) a placement outside the authority's boundary; (c) a residential placement. If referrals resolved through regional commissioning arrangements (such as the Children's Commissioning Consortium Cymru) are not fully recorded in your own systems, please provide the information you hold and state this.
4. For each year ending 31 March 2024, 2025 and 2026: the number of children looked after who changed schools as a result of a change of foster placement. If this is not recorded in retrievable form, please state this.
5. For each year ending 31 March 2024, 2025 and 2026: the number of sibling groups placed in separate foster placements because no single placement could accommodate the group together. If this is not recorded in retrievable form, please state this.
Each question requests figures for the years ending 31 March 2024, 2025 and 2026. Please treat each year as severable: if information is held for some years but not others, please provide what is held. If figures for the year ending 31 March 2026 have not yet been finalised for your Children Looked After Census submission, please provide the data as currently held, marked as provisional, rather than omitting the year.
