Question
Regarding the cost of social services care packages funded by your local authority.
I am seeking to establish the number and cost of high-value care packages currently being funded by local authorities across Wales.
For the purposes of this request, by a "care package" I mean any package of social care or support for an individual for which the local authority meets all or part of the cost, including residential care, supported living, domiciliary care, specialist placements and other commissioned social care provision.
Please provide the following information as at the date on which this request is processed.
1. Adults aged 18 and over
Please state the number of individuals whose care package has a total gross cost to the local authority within each of the following weekly bands:
• Less than £2,000 per week
• £2,000 to £4,999.99 per week
• £5,000 to £9,999.99 per week
• £10,000 per week or more
2. Children and young people under 18
Please provide the same breakdown for individuals under the age of 18:
• Less than £2,000 per week
• £2,000 to £4,999.99 per week
• £5,000 to £9,999.99 per week
• £10,000 per week or more
3. Highest-cost care packages
Please provide:
a) The weekly cost of the single most expensive adult care package currently funded by the authority; and
b) The weekly cost of the single most expensive care package for a child or young person currently funded by the authority.
I am not requesting any information which could identify the individuals concerned, nor any commercially sensitive information.
4. Aggregate expenditure
For each of the cost bands above, please provide the combined gross weekly cost to the authority of all care packages falling within that band.
5. External provision
For all care packages, please state:
a) How many are provided by the local authority directly;
b) How many are commissioned from private providers;
c) How many are commissioned from third-sector/not-for-profit providers;
d) How many involve a placement outside your local authority area; and
e) How many involve a placement outside Wales.
For clarity, I am seeking the gross cost to the local authority before any contributions or reimbursements from the individual, NHS, Welsh Government or another public body, where this information is held.
I appreciate that very small numbers may potentially engage data-protection considerations. Where this is the case, I would be grateful if you would provide the information in an appropriately anonymised or banded form rather than withholding the entirety of the relevant information.
