Wildfire Risk Assessment – Cyfarthfa Park

I would like to request copies of the following information regarding Cyfarthfa Park:

a/ The most recent wildfire risk assessment, hazard assessment or emergency preparedness plan for this overall area of Council owned land in its entirety.

b/ The most recent wildfire risk assessment, hazard assessment or emergency preparedness plan for the specific area of land within the park located approximately south east of the reconstructed bandstand and woodland café up to the outer park boundary defined by Gwaelodygarth Road, Park Row Gardens, Park Row and Castle Square. This includes the area of the former “pitch and putt” golf course. The area is bounded on its other sides by the main Gwaelodygarth driveway and the tarmac footpath from the bandstand to the “Quar” pedestrian entrance at Margaret Street.

c/ Any specific land management or vegetation clearance plans held by the Council to mitigate wildfire risks within the park to manage the wildfire risks to the Council, its assets within the park, the public highways alongside the park and the properties of third parties outside the park boundary.

d/ The dates of the most recent reviews or updates conducted for the assessments and plans set out in a to c above.

e/ The dates of the earliest versions of these assessments and plans for which you have records.

f/ The dates on which the assessments and plans detailed above were presented to the Council for information and/or decision in conformity with the Council’s extant constitution and/or approved scheme of delegation. Dates of meetings and minute numbers where appropriate are requested.

The Council can confirm that there is currently no standalone wildfire risk assessment specific to Cyfarthfa Park.

2. The most recent wildfire risk assessment, hazard assessment or emergency preparedness plan for the specific area of land within the park located approximately south east of the reconstructed bandstand and woodland café up to the outer park boundary defined by Gwaelodygarth Road, Park Row Gardens, Park Row and Castle Square. This includes the area of the former “pitch and putt” golf course. By way of background, a number of areas within Cyfarthfa Park are managed as biodiversity and wildflower habitats. These areas are intentionally subject to a reduced maintenance regime and are typically cut twice annually to promote wildflower development, enhance biodiversity and support ecological objectives. Following the recent period of dry weather and the concerns raised, vegetation management works have been undertaken within the park, particularly in areas adjacent to residential properties and public highways, to reduce combustible vegetation and manage any potential fire risk.

4. The dates of the most recent reviews or updates conducted for the assessments and plans set out in a to c above.

The Council will review the need for a specific wildfire risk assessment for Cyfarthfa Park ahead of the 2027 summer season, taking account of the recent weather conditions and Council records to identify whether any reports, delegated decisions or committee minutes exist that relate to the management of wildfire risks within the park and to assist us in carrying out the review.

5. The dates of the earliest versions of these assessments and plans for which you have records.
