Why have MTCBC only today via the online social media session, published which people will be sitting on the reassessment panel, only days from the end of the consultation?
Why were multiple parents advised at the face to face consultation events that it would be 'health' (statements can be provided) that would conduct the re-assessment for walking ability to school?
Why did MTCBC not outline the complete membership of the SEN transport panel on the consultation document? I note the document said local authority panel, but not list the make up of that panel.
What would be the Local Authority's position if a parent expressly refused to allow the Local Authority to reassess their child for walking ability?
What would be the Local Authority's position if a parent refused to allow an educational psychologist to take part in any reassessment for their child's transport needs for any of the reasons below.
A) for example if they were in the process of taking legal advice on an ed psych previously holding up a child's panel medical diagnosis for a number of years.
B) poor relationship with the ed psych.
C) prior to the child's medical diagnosis an ed psych alleged the child's difficulties were down to poor parenting.
D) initially assessed that a severely disabled child with the highest support needs, wasn't very disabled at all.
E) they did not feel that an ed psych has the qualification to assess a child's walking ability.
Why have the Local Authority failed to recruit medically qualified persons to sit on the panel who will assess disabled children's mobility, or cognitive understanding of walking in safe way to school?
What would be the Local Authority's response to a request to move a child with special educational needs to the school nearest to them, if that child failed a reassessment to maintain current school transport?
What would be the Local Authority's response to a parent removing a child (un-statemented child) from school roll and providing them with home schooling, as a direct result of that child failing to maintain their current school transport provision?

1. Individual needs assessment and the review of needs will be undertaken through the Additional Learning Needs Clearing Panel. There is not a separate reassessment panel. The composition of the existing Additional Learning Needs Clearing Panel was confirmed in response to a question in the online social media session.
2. The Local Authority consultation document states that the local authority will undertake the individual needs assessment and regular reviews. The Local Authority consultation document does not state that ‘health’ will conduct the review. Advice from health professionals and other partners will be sought as is the current practice with the Additional Learning Needs Clearing Panel.
