Do you have a policy or directive that specifies that all your kerbside-collected dry recycling materials should be recycled in the UK? No MTCBC does not currently have a specific policy or directive that requires all kerbside collected dry recycling materials to be recycled within the UK. However, the Council’s approach to recycling services is informed by the principles set out in the Welsh Government’s Collections Blueprint and its wider commitment to supporting a circular economy. These frameworks emphasise high quality source separated collections, transparency, and ensuring materials are recycled in a way that delivers the best environmental outcomes. Through contractual arrangements, recycling materials must be managed in accordance with the waste hierarchy and all relevant UK environmental legislation. Where practicable, and subject to market availability, material quality, and best value considerations, the use of UK reprocessing capacity is encouraged in order to support domestic recycling markets and the circular economy. This is commercially sensitive information, and we are unable to provide this as it can reveal contract pricing giving potential future competitors an advantage when bidding. Does this income subsidise, or make a substantial contribution to, the cost of your whole recycling programme? No. Income generated from the sale of aluminium does not subsidise or make a substantial contribution to the cost of the Council’s recycling programme. Any income received from aluminium sales represents a small proportion of the overall costs of providing the recycling service. These costs include collection, transport, processing, staffing, and contract management. Income from the sale of aluminium is used to offset a limited element of service costs and does not materially affect the overall funding of the recycling programme, which is primarily funded through the Council’s budget. f. What would be the impact to your overall recycling programme if you lost your entire aluminium recycling income? The impact would be minimal. The loss of aluminium income would slightly increase the net cost of the recycling service but would not affect service delivery or the operation of the recycling programme. Would you have to increase your Council Tax to compensate for such a loss? No. The loss of income from aluminium recycling alone would not require an increase in Council Tax. Income from aluminium represents a small proportion of the overall cost of the recycling service and is used only to offset a limited element of operational expenditure. Any loss would result in a minor increase in the net cost of the service, which would be managed within existing budgetary processes rather than through a direct or specific Council Tax increase. 4. Are you a member of any local authority waste management partnership? Yes. The Council is a member of local authority waste management partnerships, including CLAIRE Group Wales and Tomorrow’s Valley. These partnerships support collaboration between participating authorities on aspects of waste management such as strategic planning, information sharing, and the development of best practice. Responsibility for the delivery and operation of the Council’s recycling services remains with the Council. If so, which one? See above Does it operate its own Materials Recovery Facility? No. Tomorrow’s Valley does not have its own Materials Recovery Facility. Tomorrow’s Valley is a local authority partnership established primarily to manage the treatment of food waste, and it does not own or operate an MRF. c.
