In March 2018 the external work was completed.

2. Why is there no reference to any council tax banding for this property

3.Why as the developer resides within the county borough of Merthyr Tydfil is this property not classed as a second home

The property is not listed on the council tax list. The property has not been substantially completed and as such not yet considered a dwelling
