Answer
1. Why was it necessary to install the ridiculous ramp in the road at the top of Cefn Coed (outside the former Cefn Hotel) and how much did these works cost? Due to complaints of speeding and road safety concerns being received from local residents and Councillors at this location. Actual speed survey results indicated that 85% of traffic were travelling at 36.8mph when the speed limit is 20mph. Some vehicles were recorded travelling up to 65mph at this location which is 45mph over the speed limit. The cost was £41,000.
2. Why did you recently remove the cattle grid at Winchfawr on the road to Heolgerrig? What was the cost of this operation? The cattle grid was serving little purpose as the gate to the side was constantly left open. Historically within Merthyr the cattle grids were installed to prevent livestock accessing the trunk roads where traffic speeds are much higher and the risks of accidents occurring are far greater. There is less requirement installing cattle grids to prevent access on local roads and it would be an impossible task to cover every location with a cattle grid where livestock could escape from a field or from the mountainside within Merthyr. The cattle grid at this particular location was installed to prevent livestock accessing the A4102 Swansea Road when it was designated as a trunk road many years ago as the old Winchfawr Road directly connected to it. This was prior to Twyncarmel and Castle Park being built. Swansea Road is no longer a trunk road and there is no direct access onto the A465 either. Given there is no cattle grid on the Heolgerrig side and no reports of any issues with livestock on the Winchfawr this further enforces our view that it is no longer required. The cattle grid also needed replacing and it saved money by removing it which cost £16,037.07
