Question

PART A — DISPOSALS AND LEASES

Please provide the following information for the period 1 January 2010 to the date of this request:

A1. A list of all sales (freehold disposals) of council-owned green space, including:

• parks, public open space, recreation grounds and playing fields

• woodlands, nature reserves, and designated quiet areas

• allotments and community growing spaces

• common land and any land with public access rights

A2. A list of all leases exceeding five years granted on council-owned green space of the types listed in A1 above, including leases to commercial operators, private companies, and third-sector organisations.

For each disposal or lease listed under A1 and A2, please provide:

• The name and location of the site

• The size of the land disposed of or leased (in hectares or acres)

• The date of the disposal or lease agreement

• The name of the purchaser or lessee

• The stated intended use of the land

• The consideration received (sale price or annual rent)

• Whether the site carried any designations at the time of disposal or lease (e.g. Local Nature Reserve, Site of Special Scientific Interest, designated quiet area, playing field, allotment)

PART B — STATUTORY ASSESSMENTS

For each disposal or lease listed in response to Part A, please provide copies of, or confirm whether the following assessments were undertaken prior to the decision to dispose of or lease the land:

• Well-being of Future Generations (Wales) Act 2015 assessment — demonstrating how the decision meets the five ways of working (long-term, prevention, integration, collaboration, involvement) and contributes to the seven well-being goals

• Equality Impact Assessment under the Socio-economic Duty (Equality Act 2010, commenced in Wales 2021), demonstrating consideration of the impact on people experiencing socio-economic disadvantage

• Environmental Impact Assessment or Habitats Regulation Assessment, where applicable

• Any assessment of the welfare value or recreational value of the green space to local communities

Where any such assessment was not undertaken, please confirm this and provide the reason given at the time.

PART C — PUBLIC CONSULTATION

For each disposal or lease listed in response to Part A, please provide:

• Details of any public consultation undertaken prior to the decision, including the method, duration, and number of responses received

• A summary of, or copies of, any formal objections received from members of the public, community groups, or statutory bodies

• The record of the decision-making process, including which committee or body made the decision and the date

• Whether any community asset transfer was offered or considered as an alternative to disposal or commercial lease, and if not, the reason

PART D — CURRENT HOLDINGS

Please also provide:

• The total area (in hectares) of council-owned public green space as of 1 January 2010

• The total area (in hectares) of council-owned public green space as of the date of this request

• The net change in council-owned public green space between those two dates, expressed in hectares and as a percentage
