Summary of Organiser’s Responsibilities

The event organiser:

• is responsible to consult with the emergency services on emergency routes within the closure should access be required and this must be agreed with the emergency services. All agreements with the emergency services must be communicated to the Engineering and Traffic Department.
• is responsible for the safety and welfare of all participants and spectators of an event held on the public highway;
• is responsible for all advertising and publicity, beyond the statutory notices, associated with the need for a Temporary Traffic Regulation Order (TTRO);
• ensures that residents and businesses likely to be affected by a TTRO are notified in writing no less than one week before it comes into force;
• holds a minimum of £10 million public liability insurance for the event,
• indemnify the Council from and against all actions, claims, losses and expenses in respect of loss of life or personal injury or damage to property, howsoever caused, arising out of or in any way attributable to a road closure or activity;

On the day of the event all road closure points must be attended at all times when the closures are in place. The organiser must ensure that a traffic management company manages the road closure to ensure suitably qualified personnel are working on the highway.
