Are you aware of the law on E-Scooters?

With Christmas approaching, and e-scooters appearing on many wish lists, Merthyr Tydfil County Borough Council, South Wales Police, South Wales Fire and Rescue Service, and Road Safety Wales, are aiming to make sure everyone understands the law and the safety risks.

Key points you need to know before making any purchase:

  • E-scooters may look fun and eco-friendly, but privately owned e-scooters cannot be ridden legally in public places in Wales.

This includes roads, pavements, parks, and other public spaces. They can only be used on private land, and only with the landowner’s permission.

  • There are no approved rental e-scooter trials in Wales (unlike in some parts of England).
    • Because e-scooters are classed as motor vehicles, anyone caught riding one in a public place could face:
    • A fine of up to £300 for having no insurance
    • Six penalty points on their driving licence (these can be added later, even if the rider doesn’t yet have a licence)
    • The e-scooter being seized by the police
  • Other offences can also apply, such as riding on the pavement or using a mobile phone while riding.

The main message:

Please don’t buy or ask for an e-scooter as a Christmas present unless it will only ever be used legally and safely on private land. The risks — legal, financial, and personal — simply aren’t worth it.
