Councillor David Isaac appointed Mayor of Merthyr Tydfil 2026/2027

Councillor David Isaac was elected Mayor of Merthyr Tydfil at the Council’s Annual General Meeting on Wednesday 13th May 2026, taking over from the immediate past Mayor, Councillor Paula Layton, as First Citizen of the County Borough.
Husband to Deborah and father to Brennig, Rhys, Caitlin, Dafydd and Ffion; David has been a Penydarren ward councillor since 2012, and previously held the role as Mayor during 2015-2016.
David attended Gwaunfarren Primary School followed by Pen y Dre Comprehensive School. He went on to commence a long, varied and successful career with the Ambulance Service, from which he is now retired.
David said: “I would like to congratulate Councillor Paula Layton and her Consort, Councillor Declan Sammon, on what has been a truly successful year in office.
“Paula has set a high standard, particularly in her fundraising efforts, with quiz nights proving especially popular. I fully intend to follow her lead.
“My sincere thanks go to my family, my wife Deborah and my children Brennig, Rhys, Caitlin, Dafydd and Ffion for their continued support.
“I look forward to the year ahead and to serving the people of Merthyr Tydfil to the very best of my ability, with dedication, integrity and pride.”
The new Mayor’s duties will include chairing full council meetings and representing the authority at formal and ceremonial occasions throughout the county borough, regionally, nationally, and internationally. He will also welcome visitors to Merthyr Tydfil and attend and support events organised by local people and organisations.
David has chosen to support two local charities:
Hope Rescue is a local charity responsible for all stray dogs within our County Borough.
Merthyr Tydfil Mind provides essential support for mental health and wellbeing within our community.
Deputy Mayor for the coming year is Merthyr Vale ward member Councillor Scott Thomas.
