Dog Fouling Public Spaces Protection Order introduced in Merthyr Tydfil

At a meeting of Full Council on Wednesday 9th July 2025, Members unanimously voted in favour to introduce a borough-wide Public Spaces Protection Order (PSPO) to combat dog fouling related nuisance in public spaces.
From 1st September 2025, anyone in breach of this order will be issued a Fixed Penalty Notice of £100, with the possibility of prosecution at the Magistrates Court and a fine of up to £1,000.
Cllr Declan Sammon, Cabinet Member for Transformation, Governance & Social Partnership, said: “In 2024 we consulted with residents on the issue of dog fouling in our communities. You spoke and we listened, and I’m delighted that a Public Spaces Protection Order is now in place across the county borough.
“The issue of dog fouling is prevalent in most areas, not just Merthyr Tydfil, and we’ve decided to take a stand. Whilst we know that the majority of dog owners take responsibility and clean up after their pets, it’s unfortunately the minority that are causing a public health nuisance. We hope that the prospect of a financial fine, or even criminal prosecution, will encourage irresponsible dog owners to clean up after their furry friends.”
