First Minister Celebrates Universal access to Flying Start

The First Minister of Wales, Eluned Morgan MS, visited the Integrated Children's Centre (ICC) today to commemorate a groundbreaking achievement in early childhood education and care.
The visit marked a significant moment for Merthyr Tydfil, celebrating the full expansion of Flying Start childcare services and also the ICC's remarkable 20-year journey of supporting local childcare providers and families. In a landmark development, the county borough has achieved 100% coverage of Flying Start childcare, providing free access for all 2-3year olds, with all 24 childcare providers approved to accept Flying Start children.
Louise Minett-Vokes, Cabinet Member for Social Services said: "This is a tremendous milestone for our community. We've not just expanded childcare; we've created a comprehensive support system that nurtures our children's potential from the earliest stages."
Key highlights of the achievement include:
- 91% Flying Start take-up rates in the first full term of the phase 3 expansion
- 531 children accessing high-quality childcare services across the county borough
- Innovative approaches like immersion rooms and Forest School ‘Childcare’
- Comprehensive early identification, support mechanisms and transition into school
The ICC has been instrumental in developing innovative early years interventions, serving as a hub of best practices and collaborative learning. The centre's 20-year legacy alongside the expansion of Flying Start demonstrates Merthyr's commitment to exceptional childhood development through the investment in providers across the county borough.
Significant investments have transformed the childcare landscape, including:
- Capital funding for new Welsh language settings
- Workforce development initiatives
- Cross-border childcare options providing greater flexibility for parents
- 100% provider participation in health promotion schemes
The Flying Start program through this investment and expansion continues to break new ground in creating a robust foundation for future educational success for all children.
