20mph speed limit

Every council in Wales was asked to collect residents’ feedback on 20mph limits so that they could assess this against revised Welsh Government guidance on setting 30mph speed limits on restricted roads and other 20mph speed limit roads. This revised guidance was published in July. We received 53 individual comments. These comments were related to 20 roads and this list is below:

- Penydarren roundabout to Pontmorlais
- Top section of Swansea Road
- Aberdare Road
- Winchfawr
- A4054 - Upper Cefn High Street
- A4054 – Full length of Cefn High Street
- Whole of A4054 to revert back except outside schools
It is important to note that this is not the end of the process, and that there are a number of steps which need to be followed over the next few months. There will be further opportunities for you to have your say.
It is also important to note that we cannot act on any comments we have received which relate to the policy generally (whether in support or against) – as these are matters for the Welsh Government.
Next steps
We will be reviewing all the comments we have received and assessing them against the revised guidance. When determining whether a road should have a higher speed limit we must be certain that any such increase will not have a negative impact on road safety. Roads where 30mph would not be suitable under the revised guidance will remain at the default speed limit of 20mph. Any road where the revised guidance suggests a 30mph speed limit could be suitable, we will produce a traffic regulation order (TRO), which is a legal process we must follow if we are to alter the speed limit. Every TRO will be subject to a public consultation, where residents can show support or raise objections. We will publish details of any changes on our website.

On 17th September 2023 most 30mph roads in Merthyr Tydfil changed to 20mph. This was a Welsh Government initiative which all local authorities in Wales had to implement.
This legislation changed the default speed limited on restricted roads. These are generally residential or busy pedestrian streets with streetlights.
But not all 30mph roads are restricted roads, and these remain at 30mph, and are signed.
