Parking Disputes on Public Roads
Where a parking space is available on a public highway and no parking restrictions are in force, any motorist is entitled to park there, even if the space is located outside someone else's property.
Whilst we appreciate this can be frustrating, particularly in residential areas where parking is limited, there is no legal entitlement to park directly outside your home.
Unauthorised Use of a Designated Parking Space
If someone parks in a parking space allocated to you without permission, we recommend attempting to resolve the matter informally in the first instance.
- If possible, speak directly with the driver.
- If the driver cannot be located, consider leaving a polite note on the vehicle.
If the parking space forms part of a leased or rented property, you should contact the relevant landlord, housing association, or property management company for further assistance.
Someone Parking on Your Driveway
If a vehicle has been parked on your private driveway without your permission, this is generally considered a civil matter rather than a criminal offence.
Unfortunately, neither the Council nor the Police are usually able to intervene.
If the issue is persistent and involves the same person or vehicle, you may wish to seek independent legal advice from:
- Citizens Advice
- A solicitor
Where appropriate, we recommend discussing the matter politely with the driver before pursuing further action, as it may be a genuine misunderstanding.
Someone Blocking Your Driveway
If a vehicle is parked across your dropped kerb and is preventing access to your driveway, we recognise that this can be both inconvenient and frustrating.
We recommend the following steps:
- Attempt to identify and speak with the driver.
- If the driver cannot be located, leave a polite note requesting that the vehicle be moved.
- If the issue cannot be resolved, report the matter to Merthyr Tydfil County Borough Council.
