Animal Movement licence

All movements of cattle, deer, sheep, goats and pigs are controlled by the general licence issued by the Welsh Assembly Government.
In addition to the general licence movements must be covered by a movement licence known as an AML1 for sheep, AML2 for pigs and AML24 for deer. These can be obtained from us.

The Animal Health and Welfare Team of Merthyr Tydfil County Borough Council have a responsibility to record the movements of sheep, goats, pigs and farmed deer of DEFRA’s (Department for the Environment Food and Rural Affairs) Animal Movements Licensing System. This is a national database that records and monitors the movements of sheep, goats, farmed deer, cattle and pigs across the country, which is an essential tool for the traceability of livestock in the event of a disease outbreak.

Since the end of the 2001 Foot and Mouth Disease outbreak animal movement controls have been in place. From the 4th March 2003 the 20 day standstill rule was reduced to 6 days for cattle, sheep and goats but with few exemptions. However pigs have still continued to trigger a 20-day standstill. The Animal Health Team of Merthyr Tydfil County Borough Council role is to advise to ensure compliance and enforce where necessary the current legislation and its restrictions.

Contact the Animal Health Team so that an AML1 form movement document may be sent to you, which after completion must accompany the animals during their movement. The movement document must be returned to the Local Authority for the destination address by the occupier within 3 days of completion of the movement.

Contact the Animal Health Team so that an AML2 form movement document may be sent to you, which after completion must accompany the animals during their movement. The movement document must be returned to the Local Authority for the destination address by the occupier within 3 days of completion of the movement.

What is an AML 1?

An AML 1 is an Animal Movement Report document which must be used to move sheep, goats and farmed deer on to and off holdings.

What is an AML 2?

An AML 2 is an Animal Movement Report document which must be used to move pigs on to and off holdings.

How do I get Animal Movement Licences (AML 1 & AML 2)?

You need to contact Animal Health Team who will able to supply you with Animal Movement Report Document that are used to move sheep, goats, farmed deer (AML1) and pigs (AML2).

What Movement Licence do I need to move cattle?

You do not need a specific licence but cattle must be accompanied by their passport when moved on to or off holdings. The relevant information must be sent to BCMS (British Cattle Movement Service) for the movement to be recorded. BCMS details appear on the passport. For further information please contact us.
