Question

This request relates to the provision of female specific, free to use substance misuse treatment within Merthyr Tydfil Council’s local authority area. Please see the below definitions to help inform Merthyr Tydfil Council’s response: - A free to use substance misuse service is a service that provides free treatment, support and/or advice to people affected by substance misuse. - A female specific, free to use substance misuse service only provides treatment, support and/or advice to people who are female. - A female specific space/programme within a broader free to use substance misuse service is an intervention/pathway that only people who are female can access. For example - a women only support group. With the above in mind, please can Merthyr Tydfil Council respond to the following questions in keeping with freedom of information legislation: 1. What free to use substance misuse services are available to people (both men and women) in Merthyr Tydfil Council’s local authority area? Please list all the services. 2. Are any of the services listed in question 1 female specific? 3. Do any of the services listed in question 1 provide female specific spaces/programmes within a broader service? If yes please provide details of the female specific spaces/programmes offered.

Answer

1. Substance Misuse Treatment Services in Merthyr Tydfil area are commissioned by the Cwm Taf Morgannwg Area Planning Board. This response is based solely on the APB service provision and does not include any services provided outside of this framework by other agencies or funding streams. Cwm Taf Substance Misuse Integrated Service This service is available to both men and women (including children and young people) and includes the following: • Prevention and Early Intervention services o Advice and information o Education programmes o Alcohol brief Interventions o Specific alcohol liaison support o Harm reduction awareness • Low Intensity Treatment and Support • Recovery and Relapse Prevention services o Peer support groups o Diversionary activities, e.g. art, cooking • Children and Young People support services • Family and concerned other support • Transition Service (for young people transitioning into adult services) • Tier 3 Clinical Structured Support o Psychologically informed clinical treatments o Opiate substitute therapy o Community detoxification from alcohol and Drugs • Tier 4 Inpatient Detoxification from Alcohol and drugs • Tier 4 Drug and Alcohol Residential Rehabilitation • Needle and Syringe Provision • Training and Provision of Take Home Naloxone • BBV testing and immunisation to identify and reduce the risk of transmitted blood borne viruses such as HIV, Hepatitis B and Hepatitis C 2. The Tier 4 Residential Rehabilitation is provided via the Welsh Government’s All Wales Substance Misuse Residential Rehabilitation Framework. The following Residential Rehabilitation facilities are available to female only: • Jasmine Mother’s Recovery, Plymouth • Hebron Trust, Norwich 3. In terms of female specific spaces, treatment provision commissioned by the Substance Misuse Area Planning Board are provided in accordance with assessed need and service user choice. Therefore, should an individual require a gender specific service, this would be provided in accordance with the assessed need.
