I am writing to request the following information about the movement of looked after children in the care of Merthyr Tydfil County Borough Council. Please could you answer the following: Q1 when a looked after child in the care of Merthyr Tydfil County Borough Council moves placement, are sturdy suitcases or luggage always offered to assist with transporting their belongings? Q2 From 1st January 2023 to 31st December 2023, how many complaints were made by looked after children against Merthyr Tydfil County Borough Council’s children’s services? Q3 From 1st January 2023 to 31st December 2023, how many complaints made by looked after children against Merthyr Tydfil County Borough Council’s children’s services were related to a child moving placement? Q4 If you hold data relating to the nature or issue of complaints made against Merthyr Tydfil County Borough Council’s children’s services, please share the breakdown of these based on the total number of children in the question above. Q5 Please share any formal or informal guidance Merthyr Tydfil County Borough Council currently uses for staff/carers/looked after children that is focused on looked after children moving placement. Please also advise and assist, under the Section 16 obligations of the Act, as to how I can refine my request if needs be.

Q1 All IFA promote that children move placements with appropriate bags/ cases, as do our in-house carers. Where there have been incidents whereby our young people move from supported living projects, the LA have purchased sturdy holdall bags for their belongings to be packed appropriately. Our children are not moved using bags. If a carer did transport a child without appropriate luggage a formal complaint would be raised with the agency and the matter addressed- we have spare luggage available if required. Q2 0 Q3 0 Q4 0 Q5 In terms of a planned move we do the following - • visits to meet staff and other residents • Share the information booklet about the home • Support the young person to pack their belongings • Ensure current carer / home have all the information about timescales for move and Information about the new home so they can answer any questions • Weekly visits until the first review to ensure they are settling in • CLA review within 28 days to ensure the plan is updated and in line with any changes of needs
