Unfortunately we cannot separate the cost of council tax in year against the cost of collecting arrears in year and for previous years arrears. b. Enforcement agent = for external the cost would be zero, for internal the are several factors the Enforcements agents salary, support staff, equipment cost etc. so as above it would be difficult to quantify the true cost. 5.
