Re: Regarding the provision and performance of leisure services within your local authority area: 1. Delivery Model • Is your leisure service provision delivered in-house or is it outsourced (e.g. to a leisure trust, private operator, Teckal company, local trust or arm's length organisation)? • If outsourced, please provide the name of the operator, along with the start and end dates of the current contract. 2. Facilities Provided • Please list all leisure facilities provided by or on behalf of the council (e.g. swimming pools, gyms, leisure centres, sports halls, athletics tracks, etc.), including their addresses and facility types. 3. Net Cost to the Local Authority • What was the net revenue cost/subsidy of providing leisure services for the most recent financial year? Please clarify what has been included within the cost calculation within the reported figure. • Does the overall leisure budget / management fee include: ? Utilities Costs ? Building Maintenance ? Building Rates ? Internal Corporate Recharges (i.e. finance, HR, etc) 4. Responsibility for Maintenance • Who is responsible for day-to-day maintenance and long-term capital maintenance of the facilities? • What are the maintenance arrangements in place for dual use facilities on school campuses? • In outsourced arrangements, please clarify the division of maintenance responsibilities between the council and the operator. 5. Education Sector Access • How do local schools, colleges, or other educational institutions access the leisure facilities? • Are there formal agreements or booking systems in place? • Are schools directly charged for use of facilities? • Does any management fee / overall subsidy include the cost of education provision & is this clearly defined? • If facilities are shared on a school campus how are building rates for the leisure buildings apportioned? For outsourced services have any rate exemptions been achieved for school-based facilities • How are school swimming staffing costs covered (within the leisure budget / employed and paid directly by education / form part of the management fee) 6. Funding Arrangement • Has there been a change in net cost of leisure over the past 3 years? • For outsourced provision does the contract operate within a static budget, tapering funding or an index linked agreement (where staffing and energy costs are factored into the award)? c. Capital Investment and Funding Sources • How much capital investment has been accessed for leisure services in the past three years? • Please identify the source of funding, including external bodies (e.g. Sport Wales, Lottery, UK Government funds, etc.). • Where applicable, specify the source and amount of any match funding (e.g. local authority contributions, partner investment). d.
