Re: Regarding the enforcement of your household waste and recycling policies: 1. For the period from 1st January 2024 to the date of this request, please provide the total number of warning letters (or equivalent initial notices) issued to households in the Merthyr Tydfil county borough for alleged breaches of waste and recycling policies. 2. For the same period, please provide the total number of Fixed Penalty Notices (FPNs) issued to households for waste and recycling offences. 3. Of the FPNs issued, please state how many have been: a) Paid in full. b) Challenged or appealed. c) Withdrawn by the council following a challenge or appeal. 4. Please provide a copy of the current training manual or guidance documents given to your "Waste Advisors" or any other officers responsible for inspecting household waste bins and initiating enforcement action. 5. Please provide any recorded information you hold on the number of complaints received from residents who claim that items were placed in their bins by third parties (e.g., passers-by) between the bin being placed for collection and the collection taking place.

1.For the period from 1st January 2024 to the date of this request, please provide the total number of warning letters (or equivalent initial notices) issued to households in the Merthyr Tydfil county borough for alleged breaches of waste and recycling policies. The number of warning letters that has been issued is 6116 2.For the same period, please provide the total number of Fixed Penalty Notices (FPNs) issued to households for waste and recycling offences. The number of FPNs that has been issued is 28 Of the FPNs issued, please state how many have been: A(Paid in full. 4 b)Challenged or appealed. 17 c)Withdrawn by the council following a challenge or appeal. 1 withdrawn due to an appeal 6 withdrawn for other reasons 3.Please provide a copy of the current training manual or guidance documents given to your "Waste Advisors" or any other officers responsible for inspecting household waste bins and initiating enforcement action. Our waste and recycling wardens undergo external training so we don’t currently have any guidance we can share but please see attached our current enforcement policy 4.Please provide any recorded information you hold on the number of complaints received from residents who claim that items were placed in their bins by third parties (e.g., passers-by) between the bin being placed for collection and the collection taking place. We do not record these complaints separately so I am unable to give a number
