Gypsy, Roma, Traveller Accommodation
Glynmil Gypsy, Roma and Traveller Residential Site
Merthyr Tydfil County Borough Council manages applications for residential pitches at the Local Authorities managed, Gypsy, Roma and Traveller site at Glynmil. This information explains the accommodation available, how to apply for a vacant plot, and how pitches are allocated.
About the Glynmil site
Glynmil is an authorised site, managed by the Local Authority for Gypsy, Roma and Traveller residential within Merthyr Tydfil County Borough. There are 24 pitches at Glymill, which is a mixture of single and family pitches.
The site provides individual residential pitches designed for caravans and mobile homes. It includes amenity blocks and a community facility. Improvements to the site, including amenity and community facilities, have previously been supported through Welsh Government funding.
Glynmil provides settled, long-term pitch-based accommodation for Gypsy, Roma and Traveller households. The precise facilities, space and permitted number of caravans may vary between pitches and will be explained to successful applicants before an offer is accepted.
Applying for a pitch
Anyone wishing to be considered for a pitch should complete the Glynmil Gypsy, Roma and Traveller Pitch Application Form. Applicants may be asked to provide information about their household, current accommodation, housing need, local connection and any support or accessibility requirements relevant to the application.
The information provided will be used to assess the application in accordance with the Council's approved allocation arrangements and applicable legal duties. Applicants must notify the Council if their circumstances or contact details change while an application is being considered or held on the waiting list.
Fair and transparent pitch allocation
Pitches will be allocated through a fair, transparent, and consistent process. A waiting list will operate where the number of eligible applicants exceeds the number of pitches available.
Applications will be assessed using the Council's published criteria and relevant information about each household's circumstances. Offers will be made according to assessed need, eligibility, and the suitability of an available pitch. The Council will aim to communicate decisions clearly and will not discriminate unlawfully when considering applications.
The Local Authority is currently operating a waiting list for pitch applications. Being placed on the waiting list does not guarantee an offer of a pitch. The availability and suitability of pitches, together with the applicant's circumstances at the time of allocation, will be considered. The Council may contact applicants periodically to confirm that they still wish to remain on the waiting list and that the information held is accurate.
Occupation agreement and residents' responsibilities
A successful applicant who accepts an offer will be required to enter into a formal written pitch occupation agreement with the Council before taking up residence. The agreement will set out the terms of occupation, pitch charges, the responsibilities of the resident and the Council, and the rules that apply to the management and use of the site.
The occupation arrangements will reflect the legal framework that applies to local authority Gypsy, Roma, Traveler sites, including the Mobile Homes (Wales) Act 2013 where applicable. Residents will be given information about their legal rights and responsibilities and should read the agreement carefully before signing it.
Residents will be expected to pay all applicable pitch charges and other agreed costs, use the pitch responsibly, comply with the written agreement and site rules, and avoid causing nuisance or interference to other residents. The Council will manage the site in accordance with its legal responsibilities and the terms of the occupation agreement.
