Electric Charging
In April 2021, Welsh Government published its Electric Vehicle Charging Strategy, setting out its plans for the future of electric car and van charging in Wales.
The Council recognises the part it has to play in support of this strategy by encouraging electric vehicle use and as a result are facilitating the installation of a number of charge points throughout the Borough with the aim of providing residents with the confidence to make the change to electric.
Public Charging Provision
The Council is currently focusing efforts to facilitate the installation of Electric Vehicle Charging Points at a number of Council owned public parking locations across the County Borough within close proximity of residential areas.
Working in partnership with the Cardiff Capital Region (CCR) and award winning system operators Connected Kerb (CK) the Council has secured funding and completed the first phase of an installation programme which now sees 26 public use 7kw to 22kw fast charging points installed and fully operational at 9 different locations (listed in the table above).
The programme forms part of a wider scheme being delivered across the Cardiff Capital Region area of 10 local authorities and the Council is currently working with Cardiff Capital Region and Connected Kerb on progress towards a second phase of installations which includes a further 28 public use 7kw to 22kw fast charging points covering a proposed 9 new locations.
Residential On-Street Charging Provision
Until the current law e.g. Highways Act 1980 & New Roads and Street Works Act 1991 is amended, and clear national policy is developed, Merthyr Tydfil County Borough Council cannot currently support the installation of privately owned electric vehicle charge points on, adjacent to, or over, the public highway. In the interests of highway safety and in respect of future maintenance, the Highway Authority are not able to permit the trailing of cables (even with the use of an overlay or recessed grid across a public highway or footpath) or the channelling of cables under the footpath. This is due to public liability issues, including the risk of trip hazards and more complex electrical safety issues at the point of use.
