Consultation on the Draft Delivery Agreement
The Council is consulting on the Draft Delivery Agreement for the Second Replacement Local Development Plan (2026-2041). This consultation provides the opportunity for interested parties and stakeholders to submit any views or comments on the draft document to the Council for consideration.
The Draft Delivery Agreement presents the intended Timetable for the key stages of plan preparation, alongside the proposed Community Involvement Scheme (CIS). The CIS details the methods and timings for involving the community and stakeholders in the formulation of the Second Replacement LDP. The Council appreciates the importance of involving everyone with a stake in the County Borough, to shape the future development of their communities.
Background
The Merthyr Tydfil Replacement Local Development Plan 2016-2031 (LDP) was adopted in January 2020 and sets out the Council’s policies for the development and use of land in the administrative area of Merthyr Tydfil (excluding land within the jurisdiction of the Bannau Brycheiniog National Park).
In line with national planning policy and guidance, the Local Planning Authority (LPA) for Merthyr Tydfil has conducted a review of the LDP and concluded that a Full Revision procedure should be followed. This will involve compiling a new LDP, that when adopted, will become the development plan for the County Borough, replacing the existing LDP (2016-2031). As part of this process, the LPA will also update the evidence that underpins the Plan, inclusive of compiling and commissioning topic-based studies. Providing Feedback
Should you wish to provide comments or feedback on the content of Draft Delivery Agreement, please do so by:
Submitting the Delivery Agreement Representation Form to the Planning Policy Section.
All comments must be received by 5pm (17:00) on the 18th of June 2026.
Group Representations
Where a group wishes to share a collective view on specific matters, it should be presented as a single viewpoint with one individual representing the collective.
What Happens Next?
Upon conclusion of the consultation, the Council will review all comments received and make any amendments to the Delivery Agreement considered appropriate. A précis of comments received will also be presented in the final Delivery Agreement (DA), alongside the Council’s responses to those comments.
Following this, the DA will be submitted to the Welsh Government for agreement. Should the Welsh Government agree the DA, it will mark the formal commencement of the Second Replacement Local Development Plan (2026-2041) process.
In accordance with the LDP Regulations, the DA will be published on the Council’s website within two weeks of approval. It will also be made available for inspection, during normal service hours, at the Civic Centre (the Council’s principal office), Unit 5, Triangle Business Park, Pentrebach and Council libraries.
