The Merthyr Tydfil First Replacement Local Development Plan (LDP) was adopted in January 2020. The Planning and Compulsory Purchase Act, 2004 requires Local Planning Authorities to undertake Annual Monitoring Reports (AMRs) to assess the performance and implementation of the Plan. The AMR is the principal mechanism for measuring the Plan’s delivery and success. Following the production of the Council’s fifth AMR in 2024/2025, it was considered appropriate to produce a Review Report.
The Review Report highlights whether the adopted LDP is up-to-date and performing effectively. Given the findings of the 2024/2025 AMR, alongside the introduction of a suite of new national policy, guidance and legislation, since 2020; it was decided that a full review of the LDP should be undertaken.
The Review Report was considered by Full Council at their meeting on the 4th of March 2026. The Council resolved to approve the report and commence preparations of a Second Replacement Local Development Plan for the County Borough, covering the period 2026-2041.
