A van permit scheme was introduced at the HWRC's on 10th November 2008.
The permit scheme is intended to stop the illegal or unfair use of HWRC’s for the disposal of waste.
Any resident of the Merthyr County Borough who brings waste into the HWRC in a van or trailer must apply for a permit (only available to residents of the County Borough limited to 6 per year) and bring this with them to the site.

Any site users delivering recycling or waste in a commercial vehicle, under the permit scheme, are required to complete a ‘Declaration of Non Trade Waste Form’ upon arrival at the site.
NB. If you bring your waste to the site in a commercial type vehicle or with a trailer without a permit you will not be allowed to tip your waste.
If you are having work done by a trade person/builder/other private company, you should ensure that a skip is hired to dispose of any waste generated. It is your waste and you are responsible for ensuring the appropriate and legal disposal of it.
Waste from trade premises must not be brought onto the sites. As the sites are not currently licensed to accept trade waste, it is illegal to deposit trade waste at the HWRC’s and traders will be refused entry.
If you are a trader in Merthyr Tydfil you must ensure you have a trade waste contract in place to manage your waste in the appropriate manner.
