The Planning and Compulsory Purchase Act 2004 requires the Council to monitor and review its Local Development Plan (LDP). Up-to-date LDPs are an essential part of the plan-led planning system under national policy set out by Welsh Government.
Following the preparation of a Review Report on the existing Adopted LDP, and approval of a Delivery Agreement with Welsh Government in August 2016, the Council commenced work on its First Replacement Local Development Plan 2016-2031.
Once adopted, the new LDP will replace the existing adopted LDP (which runs until 2021) and will be used to guide future growth and to help make planning decisions. This page sets out all relevant documents relating to the Replacement LDP and the stages of Plan preparation reached to date.
Focused Changes – Public Consultation
The Council has considered all representations received during the Replacement Deposit Plan public consultation (held from 30th July – 10th September 2018), including the need for a limited number of changes known as ‘Focused Changes’. These changes seek to ensure that the Plan is ‘sound’ and satisfies the tests of soundness set by Welsh Government. The soundness of the Plan will ultimately be determined by an independent Inspector who will hold an ‘Examination in Public’.
A 6-week public consultation will take place on the Focused Changes to the Deposit Plan from Monday 21st January to Monday 4th March 2019.
The Focused Changes are set out in the Schedule of Focused Changes to the Replacement Deposit Plan (December 2018) document which is accompanied by the Sustainability Appraisal Addendum (December 2018) and Habitats Regulations Assessment (Appropriate Assessment) Addendum (December 2018).
The LDP Submission Documents can be viewed online here. Alternatively, paper copies of the Submission Documents can be viewed at the Council’s main offices, The Civic Centre, Castle Street, Merthyr Tydfil, CF47 8AN and at all other deposit locations listed below during normal opening hours:
A copy of the Notice of Submission and Focused Changes Consultation can be viewed here.
Representations on the Focused Changes and supporting documents must be made in writing and a comment form is available for submitting your representations. Copies of comments forms are also available from the Deposit locations listed above.
Representations must be received by the Council by midnight on Monday 4th March 2019 and should be sent by:
Submission of the Replacement LDP for Examination
Following the decision of Council on the 16th January 2019 the Replacement LDP and supporting documentation were ‘submitted’ to Welsh Government and the Planning Inspectorate for independent Examination on Monday 21st January 2019.
Following the close of the consultation on 4th March, representations received on the Focused Changes will be forwarded to the Planning Inspectorate and an independent Planning Inspector will be appointed. The Inspector will consider these representations alongside all other submitted LDP documents (including, for example, the evidence base and consultation documents from the Preferred Strategy and Deposit Plan stages) as part of the Examination into the soundness of the Replacement LDP.
A Programme Officer will be appointed as an independent point of contact between participants and the Inspector. Notice will be provided to all representors of the appointment of the Inspector, including details of the place and time at which the Examination is to be held. A notice will also be published on the on the Council’s website.
Further details of the Examination in Public will be made available on an Examination webpage which will be published on the appointment of the Planning Inspector. The Examination webpage will be updated throughout the Examination as further details become available.

The Council invited the submission of Candidate Sites to be included in the Replacement LDP from 30th August 2016 to 2nd December 2016. Some 98 candidate sites were submitted for consideration, either for development or protection, at that time. A further 5 sites were submitted and are included in the Candidates Sites Register October 2017.
