Provide strategic leadership for Library and Museum Services and lead a 12-month strategic review of service delivery. The postholder will oversee current operations while undertaking a comprehensive options appraisal to determine the future delivery model for cultural services in Merthyr Tydfil.

The role will assess options including optimised in-house delivery, partnership models, shared services, or alternative delivery structures. A strategic options appraisal, including clear recommendations, will be produced between months 6–8 to enable Member decision-making and the commencement of implementation within the remaining contract period.

The postholder will ensure that services are aligned with relevant Welsh legislation and policy frameworks, including the Welsh Public Library Standards, the Well-being of Future Generations (Wales) Act 2015, the Historic Environment (Wales) Act 2016, and wider cultural and heritage policy.

Reporting Arrangements
The postholder will report directly to the Chief Executive, with a dotted line reporting relationship to the Director of Education, reflecting the cross-cutting and strategic nature of the role.

During the final phase of the 12-month assignment, the postholder will work closely with the Director of Education to support the transition of service management arrangements, in line with the agreed future delivery model. This will include ensuring a smooth and effective handover of both strategic direction and operational responsibilities.
