Second Replacement Local Development Plan 2026-2041

Merthyr Tydfil County Borough Council is preparing a Second Replacement Local Development Plan (LDP), covering the period 2026-2041.

A review of the First Replacement Local Development Plan 2016-2031 culminated in the approval of the Review Report by Full Council on the 04th March 2026.  The Review Report recommended that the Council follow the full revisions procedure to prepare a Second Replacement LDP for the County Borough.

Following approval of the Review Report, the Council prepared a Delivery Agreement, which sets out the resources, timescales, methods of engagement and processes involved in preparing the Second Replacement Local Development Plan.  The Delivery Agreement was approved by Full Council on the 15th July 2026 and agreed by the Welsh Government on the 21st July 2026, officially starting the plan-making process.

The Merthyr Tydfil Replacement Plan 2016-2031 will remain in force and continue to form the basis for land-use planning decisions until the Second Replacement Local Development Plan 2026-2041 is adopted.  Once adopted, the Second Replacement Local Development Plan will guide development in the County Borough, up to 2041.
